Job descriptions and definition of duties, responsibilities and obligations.
Execution procedures (for Engineering, Procurement, Supply of Material, construction,
Mechanical Erection, Commissioning and Start-Up)..
Planning & Control
Overall Planning of the Hole Project.
Overall Cost Planning, Cash Flow and Control System.
Overall Progress Measurement System.
Review of detail Planning and Work Break –down Structure (WBS) of each Individual
Project or Phase.
Review of periodical reports and preparation of the overall progress reports for project
Managers.
Analysis of the existing Project situation, comparing with the last and forecast plan and
implementation of corrections.
Awarding Services
Overall Planning of the Hole Project.
Definition of specific regulations for selection of Consultant Engineers, Contractors,
Manufactures, Inspectors, etc.
Definition of Procedures for Quality Assurance (QA).
Preparation of List of Local and Foreign Companies having enough capabilities for the
required Services.
Preparation of Tender Documents and Instruction to Bidders (ITD).
Supervision of Bidding Stage.
Selection of Contractors.
Preparation of Contract Documents.
Planning and holding Kick-Off meetings.
Coordination and controlling Execution of Contracts
Engineering Services.
Confirmation of Codes and Standards and Calculation Procedures to be implemented.
Inspecting and Controlling the Engineering Systems to be assure that the following :

report.
Controlling and approving of Technical Specification & Drawings (AFC) prepared by
Consultant Engineers.
Following new revisions of Documents.
Review of MTO and Equipment list and final approval of them.
Dividing MTO and Equipment List into Local and Foreign Supply. (IO list).
Reviewing and following the Technical Specification of Chemicals, Solvents, Catalysts, etc.
, Required for Commissioning and Start-Up.
Review and follow up of Spare Parts List.
Review of all necessary Resources list (Man Power , Equipment , Machineries ,etc.)
Review and follow up erection procedures, and operating manuals to be prepared by
Suppliers and Manufacturers.
Review and follow up procedures for Storing Equipments and Materials in the Stores.
Following Procedures for Periodical Maintenance of equipment and Machineries.
Follow up Procedures for storing Chemicals, Solvents, Catalysts, etc.
Following Establishment of Technical document centers and Technical Archives.

Procurement Planning.
Shipping Planning.

Packing and Marking Procedures.
Following and controlling all Procurement activities (Supply of Materials manufacturing
of Equipment, Inspection, etc.
Inspection of Raw Materials, releasing for manufacturing and preparation of reports.
Periodical Inspection of manufacturer’s shops, during storing material and manufacturing
Equipment.
Controlling the time Schedule of different Stages of Procurement.
Following Custom Duties.
Controlling Shop Drawings.

Construction and Erection Services
Preparation of General Layout of Site Showing Different Areas allocated to the different
Contractors.
Handing over the site to the Contractors.
Review of the Layout of any individual site to be equipped by Contractors.
Review of execution Plan and Procedures, prepared by Contractors.
Coordination and controlling Logical relation of activities between different Projects.
Planning all activities regarding Construction, Mechanical Erection, Pre-Commissioning and
Mechanical Completion.
Planning and coordination of all necessary meetings.
Preparation of minutes of meetings and reporting major items to management.
Equipment.
Following and Controlling all Engineering activities and Technical assistances to be execute at
Site.
Approval of Capabilities of Subcontractors.
Reviewing and approving procedures for Safety.
Controlling all Tools, Equipment and Machines which are using by Contactors.
Controlling all other Resources specifically Man Power and their Capabilities.
Following all procurement and supply activities and their Logical relation with
Construction activities.
Reporting any unexpected evidence to the Project Management.
Controlling any Individual activities.
Controlling Import and Ex port of all Material, equipment and Machineries.
Controlling the situation of stored Material and Equipment.
Controlling the Situation and Conditions of erected Equipment and Material.
Preparation of a list for remained and used Material.
Preparation of a list for Tools and Equipment used for construction by Contractors and
specifying their owners.
Supervision of destroying the temporary buildings which are not required any more.
Reconciliation of excess materials.
Following area Cleaning.
Quality Assurance (QA) and Quality Control (QC) Services
Reviewing Capabilities of QA/QC Companies and preparation of a list.
Preparation of ITB AND Tender Documents.
Following all activities in bidding stage.

Coordination of all Commissioning activities.
Following and controlling all activities regarding Chemical Cleaning.
Coordination of all Start-Up activities.

Approval of Successful execution at different Stages.
Preparation of reports regarding failures, maximum capacity of equipment, situation of
chemicals, catalysts , etc and Comparing them with the obligations of Contractors , Suppliers ,
Manufacturers, etc.
Preparation of final report considering Liquidated Damages, penalties, guaranty figures, etc.
Handing over at different Steps according to the Contracts.
Controlling and handing over all operating manuals to the operation group.
Controlling and handing over all Engineering documents including Basic Package, Technical
Specifications, Drawings etc.
Controlling and handing over all Technical document, procedures, catalogues, manuals, etc,
received from Manufactures.
Controlling and handing over all Technical Specification, Test Certificates and operating and
maintenance of Machineries.
Final Control of Spare Parts and Following ordering of requirements.
Following establishing management information system (MIS).
Preparation of Final report considering all Major Evidence during execution of Project and
Completion of the Job.
Final acceptance.
